“In 1907 a Royal commission was appointed to
inquire into the possibility of decentralizing some of the powers of the
government of India.
In the course of its investigation, the Royal Commission upon Decentralization
came into conflict with the India
Office, the government of India,
and the aspirations of the Indian nationalists. This paper describes British
attitudes toward the administration of their empire, the relationship between
the India Office and the government of India and the provincial governments,
English conceptions of the role of Indians in the governing of India , and the
views of Indian nationalists and the native press regarding the role Indians
should play in the governing of India.” The abstract.
